The First French Republic and The United States Of America will sign not only a non- aggression pact but also a military alliance that will either be defensive or aggressive. The reason for such action is that both have common rivals, United Kingdom and United States and France can take down Spain, with its colonies and its mainland. This is called "Rose's Plan"
